The International Covenant on Civil and Political Rights (ICCPR) lays down fundamental human rights that apply to all people worldwide. These include the right to life, freedom of expression, freedom of assembly and the right to a fair trial.
The signatory states undertake to respect, protect and guarantee the rights set out in the Covenant. This means that they must take appropriate legal and administrative measures to promote and defend these rights.
The Covenant provides for mechanisms to monitor compliance, including the obligation of states to submit regular reports to the United Nations Human Rights Committee. This committee reviews the reports and makes recommendations to improve the human rights situation in the respective countries.
